Attendance
Why is good attendance important for our children?
• Research shows that students who are chronically absent in kindergarten and first grade are far less likely to read proficiently by third grade.
• For every missed day of school, it takes up to three days to make up missed learning.
• By sixth grade, chronic absences indicate a student is at high risk of being a dropout.
• In ninth grade, chronic absences are a better indicator than test scores of whether a student will graduate.
Every minute counts. We appreciate the efforts that our Travis parents and guardians make to get their children at all grade levels to school each and every day.

Immunizations
California law mandates that all students receive specific immunizations to attend school. This helps protect the health of our school community and prevent the spread of contagious diseases. The key points include:

Required Immunizations: Students must be up-to-date with vaccinations against diseases such as measles, mumps, rubella, whooping cough (pertussis), and polio, among others. The specific vaccines required may vary based on the student’s grade level and age.

Proof of Immunization: Parents must provide documented proof of their child's immunizations before the student starts school. This documentation is submitted to the school’s health office and must be updated with any new vaccinations.

Medical Exemptions: If a child has a medical condition that prevents them from receiving certain vaccines, parents must provide a written exemption from a licensed physician. Personal belief exemptions are no longer accepted under California law.
Providing Accurate Medical Information
In addition to immunizations, accurate and current medical information must be provided to the school each year to ensure proper care and support for your child. This includes:

Health Forms: Annual submission of health forms that detail any medical conditions, allergies, or special needs your child may have. These forms help school staff provide appropriate care and emergency responses.

When to keep your child home
Illness
It is important to protect the health of students from risk posed by infectious diseases that transmitted within the school setting.
Your child may be excluded from school in accordance with California Education Code section 48210-48214 and section 49451. “Whenever there is a reason to believe that the child is suffering a recognized contagious or infectious disease, he/she shall be sent home and shall not be permitted to return until the school authorities are satisfied that any contagious disease does not exist.”
Please do not send your child to school if he/she has any of the following symptoms:
- Common cold: Keep home during period of productive cough and yellow or green nasal discharge
- Fever (over 100 degrees) – in some children, a lower temperature represents a fever. Please keep your child home for 24 hours after a fever without the aid of Tylenol or Advil)
- Eyes that are red, swollen, crusting or draining
- Untreated, draining ears or earache
- Diarrhea
- Nausea or vomiting (if the pupil has vomited the night before or in the morning, please DO NOT send pupil to school.)
- Severe sore throat
- Skin rashes of unknown origin or contagious rash requires a clearance from a health care provider that student may return to school.
If a pupil is at school with any of the above, the parent/guardian will be called to pick up the pupil. Under certain circumstances, the parent may be asked to consult a health care provider and to provide a written note indicating that the pupil may return to school.

Caregiver Affidavit
The Caregiver Affidavit is for students living in TUSD with someone other than their legal guardian.
If you have become the guardian or caregiver of a minor child who is not residing with their legal guardian / parent.
Caregiver will need to provide a copy of CA DL / ID, 2 proofs of residency, and a letter from the biological parent stating the caregiver has Educational and Medical rights for student.

Intra District Application
The Intra District Application form is for TUSD families to request to transfer from one TUSD elementary school to another TUSD elementary school.
We cannot guarantee you will be notified by the first day of school. Please plan for your student to attend your assigned resident school. Application approvals will be based on space availability.

Inter District Attendance Application - IDA
If you live or have moved outside of the Travis Unified School District attendance boundaries, you can submit a request for your child to attend (or continue to attend) a school in the Travis Unified School District by completing the online
INTER District Attendance Application
TUSD accepts IDAs based on space availability for grades K-12. Grounds to deny an application include a lack of space availability or a student record of truancy, poor academic performance, or poor behavior. Application approvals will be based on space availability.
IMPORTANT NOTE REGARDING IDA APPLICATIONS:
We cannot guarantee you will be notified by the first day of school as to the status of your IDA application - this includes both INTER and INTRA applications.
Please plan for your student to attend their assigned resident school.
As soon as a decision is made, you will be notified.
Upon receiving approval for an INTER-District application, you have 48 hours to complete online enrollment before your application is waitlisted.
Preferred schools are not guaranteed and are subject to change after an IDA is approved.

Our department serves families with special attendance agreements, which include:

*Before you begin, make sure that you have received "release out" paperwork from your district of residence and that you have electronic copies of the following documents (PDF or image) ready to upload. You will not be able to submit the application without first uploading copies of the required documents:- Most recent transcripts (grades 9-12) or most recent grade report (grades 1-8)
Required for all new students - Release documents ("Release Out") from district of residence.
Required for all students - Proof of Employment (Most recent Pay Stub)
Required if you are requesting this IDA because a parent/legal guardian is an employee of Travis USD. - Military Documents
Required if you are requesting this IDA because a parent/legal guardian is stationed at Travis Air Force Base - A copy of your child's IEP or 504 plan
Required if your child has an IEP or 504 plan. - A copy of your child's Attendance and Discipline Record
Required if your child has any history of attendance or disciplinary problems.

The Student Services Department will notify you once your application status has been determined.
Process Used to Determine Priorities:
Priority consideration will be given to:
- Parents/Guardians who work for Travis USD
- Dependents of Active Duty Military personnel
Regardless of priority, all IDA Agreements are based upon space availability and available resources. Final decisions regarding an IDA request will be made no later than 14 calendar days after the beginning of the school year.
Denial of a request for an IDA may be appealed to the School Attendance Review Board (SARB) by contacting the Student Services Department. The SARB panel meets monthly. Request to appeal a denied application should be made within 30 days of the denial.
Applications for the next school year are available online by the 2nd Monday in February.

Shared Residency
The Shared Residency Affidavit is for students living in a shared residence with their legal guardian and another family, but the bills are not in the name of the legal guardian. Your family shares a home with another family / person in the TUSD boundaries, utilities or lease / mortgage is in their name.
Parent/guardian will need to provide a copy of CA DL / ID (with shared address) and also 1 of the following: Pay stub, CA. Car Registration, Bank Statment, or U.S. Mail from Gov't Agency ( with shared address).
The Resident you are living with will need to provide a current utility bill and either Property Tax, Mortgage Statement or lease agreement.

Short Term Independent Study (STIS)
Short term independent study may be an option for students who will be absent for three consecutive school days or more, up to 15 days per school year. Applications for Independent Study are available at the front office of your school site or the form is linked below. Guidelines Summary:
- Contracts must be submitted to the office at least 10 school days prior to student leaving.
- Contracts may be denied if requested less than 10 school days before the absence begins.
- Applications will also be denied during the first and /or last week of school and will be denied during California test dates.
- To be eligible for Short-Term Independent Study Contract, a student must have satisfactory academic progress and attendance.
- If the student does not meet the eligibility requirements listed in the contract, the absences will be considered "unexcused".
- A family may request independent study for up to 15 school days per year.
- All work must be returned the day the student returns to class.

Children and youth experiencing homelessness have the right to:
1. Immediate Enrollment: No matter the documentation.
2. Transportation: The school district will continue providing transportation support as needed to eliminate barriers to enrollment, participation and retention in school.
3. Academic Access and Success: This includes free meals, and all other academic supports afforded to housed peers.

California Coalition for Youth
The California Coalition for Youth website focuses on the needs of disconnected, runaway, and homeless youth through legislation and advocacy. Their website offers updates on legislation and policies, they operate the California Youth Crisis Line, a toll-free, 24-hour, confidential hotline available to youths and young adults ages 12-24 and to any adult supporting a youth. Whether someone is in crisis or just needs someone to talk to, they can call 800-843-5200. The crisis line is also an immediate, reliable, and free link between youths and local services.
Court Appointed Special Advocates (CASA) for Children of Solano County are volunteers appointed by a judge to represent the best interest of children within the court system who have been removed from their homes due to abuse or neglect, with the belief that every child is entitled to a safe and stable home.

Mission SOLANO has a focus on meeting the basic needs of the homeless and poverty stricken population. Their unique Nomadic Sheltering Program provides emergency shelter nights to those in need, they maintain and manage a Community Outreach Center (COC), Bridge To Life Center to transition to long-term housing and Social Industries distributing food, clothing and ongoing community service.
National Center for Homeless Education
NCHE provides research, resources, and information enabling communities to address the educational needs of children experiencing homelessness. The Center also supports educators and service providers through producing training and awareness materials.
Domestic violence, stalking, and sexual assault cross ethnic, racial, age, gender, religious, national origin, sexual orientation, and socioeconomic lines to affect millions of Americans each year. Fortunately, there is Safe at Home, an address confidentiality program administered by the California Secretary of State’s office that offers victims anonymity and a new start towards a brighter future free from fear.

School Safety
The safety of our students and staff is our top priority. To ensure we are prepared for any emergency situation, we have adopted the Standard Response Protocols (SRP) from the I Love You Guys Foundation. These protocols provide a clear, consistent approach to managing and responding to various emergencies, helping us create a secure learning environment.
What Are the Standard Response Protocols (SRP)?
The SRP is a set of straightforward, easily understandable procedures designed to guide our response during emergencies. It encompasses a range of situations, from natural disasters to security threats, and aims to keep everyone in our school community safe and informed.
Key Components of SRP:

Lockout: Secure the perimeter of the building while classes continue as usual. This procedure is used when there is a threat outside the school building.

Lockdown: Quickly secure all classrooms and students within them to ensure safety from an immediate threat inside the building. Doors are locked, and everyone remains silent until the all-clear is given.

Evacuate: Move students and staff to a designated safe location outside the building. This procedure is implemented during emergencies that require leaving the school, such as a fire.

Shelter: Seek shelter within the building, often used in response to severe weather or other hazards that require protection from external threats.
Our Commitment
By adopting the Standard Response Protocols, we are demonstrating our commitment to preparedness and safety. Our staff is trained to implement these protocols effectively, ensuring that responses are swift and coordinated during emergencies. We also regularly practice drills to reinforce these procedures and keep everyone familiar with their roles.
We believe that clear, practiced protocols are crucial for maintaining a safe learning environment. We will continue to prioritize the safety of our students and staff and work to ensure that our school community is well-prepared for any situation that may arise.
K9 Detection Dogs
Travis Unified School District is taking a proactive measure to increase security and safety in our District. We utilize the services of K9 detection dogs. The K9s are trained in the detection of illegal drugs, firearms, and ammunition. The K9s will make unannounced visits throughout the year and will perform searches of common areas on campus at Golden West Middle School , Vanden High School, and Travis Education Center. The K9s do not have contact with students while they are actively working. This does not imply that any school in our District is unsafe; rather, we are choosing to use every tool available to ensure that our schools are safe and secure.

Mental Health Services
Travis USD students are fortunate to receive services from A Better Way through a grant from Solano County Behavioral Health. Currently, A Better Way provides services for students at Vanden High School and TEC. Services include individual, group, class presentations, staff presentations and parent trainings. For more information, please contact your child's school.
Military & Family Life Counselor (MFLC)
Travis USD's military connected students at Scandia Elementary, Travis Elementary, Golden West Middle School and Vanden High School are able to receive MFLC services through Magellan Healthcare and the United States Military. MFLC's provide individual, group, class presentations for students, staff trainings and parent trainings. Active Duty Military adults and spouses can also receive MFLC services by connecting the Travis AFB Airman & Family Readiness Center (AFRC). For more information, please contact your child's school. To provide consent for an MFLC to work with your child, please complete this form and return it to your child's school.
School Counselors
Travis USD employs School Counselors at Golden West Middle School, Vanden High School and TEC. The School Counselors provide Academic, College & Career and Social/Emotional support. For more information, please contact your child's school or School Counselor directly.

School Social Work Program
The School Social Work Program at Travis USD consists of Social Workers assigned to support each school site across the district.
Please watch this 5-minute video to meet our TUSD School Social Workers and learn more about how they can be a resource to you.
School Social Workers provide schoolwide and classroom presentations, staff presentations, parent presentations, meet with students individually or in small groups, assist with the implementation of schoolwide and districtwide programs and initiatives such as; Positive Behavioral Interventions and Supports (PBIS), First Step Next, Second Step, Multi-Tiered Systems of Support (MTSS), Suicide Prevention, Human Trafficking and mental health initiatives. Our School Social Workers also work with community agencies and mental health providers such as A Better Way and the Marriage & Family Life Counselors (MFLC) to support our students.
Our School Social Work program also works closely with the California State University, Sacramento, School Social Work program to host BSW and MSW interns. TUSD also has a partnership with San Jose State University, San Francisco State University, Western New Mexico University, Walden University, and the University of Southern California to support interns.

Transitional Kindergarten (TK) and Kindergarten

TK / Kindergarten Enrollment Information
Age Requirements for 24-25 school year:
- Kindergarten: child must have been born on or before September 1, 2019
- TK: child must turn 5 between September 2 and June 2

Transitional Kindergarten Information
With the passage of the 2021-2022 California budget, Transitional Kindergarten will be expanded, with full implementation of Universal TK slated for the 2025-26 school year. Expansion begins in 2022-23 and incrementally increases eligibility for TK based on children’s birth dates, until Universal TK is achieved by 2025-26 and will include all children who turn 4 before September 1 of the current school year.
What is Transitional Kindergarten?
Transitional Kindergarten is a bridge between preschool and kindergarten for children turning five between September 2, 2024, through June 2, 2025. It provides young learners a head start and the opportunity to learn and grow in an environment that is tailored to meet their academic and social needs. TK class sizes are smaller than other class sizes to support our youngest learners.
The TK program gives students an additional opportunity to continue to build their skills and abilities. Their time in TK will help them to succeed in Kindergarten, become leaders in the classroom, and confidently navigate the school day routine.
The TK class provides opportunities for social-emotional and language development, including mathematics functions through interactive, hands-on activities, which helps students develop and build upon existing skills to be successful in kindergarten, and stimulating classroom instruction with a focus on science, mathematics, writing, arts and crafts, and community role play.
TK is part of the public school system and is free to participating students. Registration in the program is optional.
Students attend the one-year program and the following year begin Kindergarten.
Credentialed teachers using the district-adopted curriculum teach Transitional Kindergarten.
Registration for the 2024-25 School Year
For the upcoming school year, parents of students who turn 5 between September 2, 2024, and June 2, 2025, may choose to register their children for TK, which is part of the public school system and is free to participating students.
Requirements for the Enrollment Process:
- Online Aeries Registration
- Attendance Application (if applicable, applications based on residency)
- Birth Certificate
- Child’s immunization (shot) records
- Proof of Address and Residency: * (2) documents which include current utility bills, within the last 30 days (PG&E, Garbage, Water or Cable, Purchase or Rental Agreement).
Please Note: Active Duty Military families living on base or in Family Camp: Provide two (2) separate of the following: Cable TV, Direct TV, Renter's Insurance, Phone Bill, Current housing letter or Family Camp Receipt.
A physical examination is required of all students beginning school for the first time. The physical must have been performed after the child is four and a half years old and before the child enters 1st grade as per California State Law.
Due to limited space availability we do not accept Inter District applications for the TK program
TK Program Locations
Locations for Transitional Kindergarten are dependent on enrollment and classroom availability and are subject to change each school year. We encourage parents to enroll their Transitional Kindergarten eligible children in their home school as soon as possible. Due to Transitional Kindergarten not being offered at each school site, parents will be notified of the program location once that that has determined.
Potty Training
Travis Unified School District strongly encourages you to potty train your child before the start of the school year. Staff will not be responsible for changing soiled clothes or diapers. Students will be directed to the school office to change if they are wet or wait for their parents/guardians to assist. Students with special education and related services who are on an Individual Education Plan (IEP) or Section 504 plan will have services and accommodations implemented in compliance with their IEP or Section 504 Plan.
TK classrooms have and/or are located near a bathroom. Teachers will encourage students to use the bathroom during breaks and will access additional staff to support bathroom breaks throughout the program.
California Department of Education Guidance
A school district, COE, or charter school must offer TK and kindergarten classes for all age-eligible children to attend, regardless of their toilet training status. LEAs can decide how to address the needs of non-toilet-trained age-eligible TK students to ensure they are able to attend TK and kindergarten classes. If the child has an IEP, accommodations should be addressed in the IEP meeting.
Frequently Asked Questions
Q: Do TUSD students have to be potty-trained?
A: Although non-potty students will not be denied enrollment, TUSD strongly encourages parents to ensure their child is fully potty trained before enrolling.
Q: What if my child has a medical condition that impacts independent bathroom use?
A: Contact the District Nurse to discuss your child's medical condition.
Q: How will TUSD address the needs of non-toilet-trained age-eligible students?
A: In partnership with the parent/caregiver, TUSD will develop a support plan for general education students who are not yet fully potty-trained, which may include:
- The use of pull ups until the student is fully potty trained - at parent/caregiver expense.
- A schedule and log to support bathroom use.
- Reward system
- Parent/caregiver provided supply of pull ups, changes of clothing, wipes, zip bags for soiled items.
- A 3-person deep schedule for support, consisting of the parent/caregiver and two emergency contacts.
Definition of "Fully Potty Trained"
Fully potty trained means that the student:
- comes to school in big kid underpants (not pull-ups)
- can communicate a need to use the bathroom
- can independently take care of toileting (pull down underpants, sit on toilet or stand at urinal, and void the bowels or bladder)
- can independently manage related hygiene (can access toilet paper, wipe, place used toilet paper in the toilet bowl, flush, pull up underpants without assistance, and wash and dry hands)
An occasional accident would be acceptable, and the definition of "occasional" may vary from student to student.

504 Plan

What is a Section 504 Plan?
A Section 504 Plan is a legal document created under Section 504 of the Rehabilitation Act of 1973. Unlike Individualized Education Programs (IEPs), which are specific to students who qualify for special education services, Section 504 plans are intended to provide support for students with disabilities who do not require special education but still need adjustments to their learning environment.
Who Qualifies for a Section 504 Plan?
A student may be eligible for a Section 504 Plan if they have a physical or mental impairment that significantly limits one or more major life activities, such as learning, walking, or seeing. This can include conditions such as ADHD, diabetes, epilepsy, or mental health issues.
What Does a Section 504 Plan Include?
The plan typically includes:
- Accommodations: Changes to the learning environment or teaching methods, such as extended test time, preferential seating, or additional breaks.
- Modifications: Adjustments to the curriculum or assignments to better meet the student’s needs.
How is a Section 504 Plan Developed?
The process begins with a referral or request from a parent, teacher, or school staff member. A team, including school administrators, teachers, and sometimes the student’s healthcare providers, will review the student’s needs and determine appropriate accommodations. Parents are key members of this team and play an active role in developing and reviewing the plan.
